OpenAI used DevDay 2026, held in San Francisco on September 29, to broaden Codex and ChatGPT into a larger developer platform. The company announced cross-device Codex access, reusable cloud development environments, and plugin-style partner apps that can run inside ChatGPT.
OpenAI used its DevDay 2026 event, held in San Francisco on September 29, to push Codex and ChatGPT further into a broader developer platform. Across announcements reported by Moneycontrol, The AI Insider, Vercel, Nerdschalk and APIdog, the company added reusable cloud development environments, expanded where Codex can be used, and opened more of ChatGPT’s app surface to third-party tools.
OpenAI said it announced more than 20 updates at DevDay 2026 across ChatGPT, Codex, models and developer tools. The most consequential changes for founders and builders were the new cloud workflow for Codex, the plugin and partner-app model inside ChatGPT, and a subscription-sharing setup that lets eligible users carry some ChatGPT allowance into participating tools.
What changed for Codex?
OpenAI expanded Codex so developers can use it on a computer, remotely from a phone, and through the cloud. The company also introduced reusable development environments intended to help teams start tasks faster and work from shared setups with approved configurations and permissions, according to Moneycontrol’s DevDay coverage.
Independent coverage described the cloud version in more operational detail. The AI Insider reported that Codex gained reusable cloud development environments accessible from any device, a refreshed CLI with voice control, a new /agents view, and code review in the ChatGPT desktop app. Vercel said Codex Cloud is a remote development environment for repository tasks and gives each task its own workspace, with work reviewable from web, mobile or desktop.
That workflow matters because it makes Codex more than a local coding assistant. In Vercel’s description, a bounded Codex Cloud maintenance task can return a patch and test results for review when used with an existing codebase. Nerdschalk likewise reported that Codex in the cloud runs coding tasks from a reusable environment, allowing work to continue while the user’s computer is asleep.
OpenAI’s updated Codex capabilities are available to Plus, Pro, Business, Healthcare, Education and Enterprise users, according to Moneycontrol. Vercel also said Codex Cloud is available on eligible paid ChatGPT plans including Plus and Pro.
How is ChatGPT becoming a place to launch other apps?
OpenAI opened the platform used to build ChatGPT features to developers through plugins, allowing experiences that operate within ChatGPT with sidebar placements and interactive panels. Moneycontrol said the plugin updates are available across all plans, while The AI Insider said ChatGPT can suggest relevant apps during conversations and that partner experiences can operate inside ChatGPT.
The company also introduced a partner-app flow built around Sign in with ChatGPT, which lets users carry identity and AI allowance into participating third-party services. The AI Insider reported that this includes a way to keep a shared identity and allowance as users move into partner apps. APIdog said Sign in with ChatGPT gives apps a user’s name, email address and profile picture, but not conversations, memories or an API key.
Launch partners named in the coverage include Cognition’s Devin, Notion, Vercel, T3, OpenClaw and Dactyl. The AI Insider also identified Notion, Vercel and Cognition’s Devin among the 16 launch partners described at DevDay.
OpenAI said users can apply their ChatGPT subscription allowance across 16 participating tools, including Devin, Notion, Vercel, T3, OpenClaw and Dactyl. Nerdschalk reported that Plus and Pro subscribers can spend Work and Codex usage inside partner apps with a weekly cap they set per app, and APIdog said plan usage in participating apps is controlled by a per-app weekly cap with credits past the cap off by default.
What did OpenAI add for teams and enterprise users?
OpenAI also added team-oriented collaboration features and enterprise distribution channels. Moneycontrol reported a dedicated team space on ChatGPT desktop and web for Pro, Business and Enterprise customers, with some mobile functionality available now and editing planned later. The AI Insider said OpenAI positioned ChatGPT as a central platform to discover, launch and use software with people and AI agents.
For larger organizations, The AI Insider reported a new enterprise marketplace with more than 30 partners including Adobe, Figma, Salesforce and CrowdStrike. Nerdschalk said the OpenAI Marketplace lets eligible enterprise customers put part of an existing OpenAI commitment toward approved products from 32 partners. Vercel also said ChatGPT and API billing remain separate.
The company’s broader platform pitch extended beyond coding and apps. The AI Insider reported Dots, powered by GPT-6 Astra, each have their own cloud computer and browser, can connect to more than 4,000 apps, and require user approval for actions. Dots can also be messaged through Slack and Teams, and OpenAI was working with Microsoft to integrate them with Agent 365 security controls.
The same coverage said Space is a drive-like home for pages and files that can follow instructions, while OpenAI added Pages and collaborative slides, with slides due in the coming weeks. Together, those updates suggest OpenAI is trying to make ChatGPT a workspace for software discovery, execution and collaboration rather than only a chatbot.
What should founders watch next?
The near-term takeaway is that OpenAI is making ChatGPT and Codex more portable and more distributable. Developers can now start work in a reusable cloud environment, review tasks from multiple devices, and surface partner tools inside ChatGPT. For startups building on OpenAI’s ecosystem, that could lower the friction of getting users from conversation to action.
It also creates a more structured channel for software distribution. With Sign in with ChatGPT, per-app usage caps, and in-ChatGPT partner experiences, OpenAI is effectively offering a user identity and usage layer that can travel across participating tools. That may be attractive to product teams trying to reduce login friction, but it also keeps the platform tightly mediated by OpenAI’s own rules.
OpenAI’s DevDay coverage did not describe a traditional app-store billing system. The AI Insider said the company did not announce a billing or revenue-sharing system comparable to traditional app stores, which leaves the commercial model for partners less clear than the product rollout itself.
For now, the company’s message is straightforward: ChatGPT is becoming a hub for agents, apps and office work, while Codex is moving toward a shared cloud workspace that developers can use from nearly anywhere.
